In general, yes, as long as you are a citizen of Spartanburg. Pursuant to Spartanburg City Code Sec. 2-57, a citizen may speak at any regular meeting, however, the matter must be one “pertaining to City Services and operations germane to items within the purview and authority of City Council” and must not be a personnel matter. To speak, the citizen must sign a Citizen’s Appearance form prior to the meeting stating the matter and purpose. Each citizen giving such notice to speak may do so “at the designated time and will be limited to a two (2) minute presentation.”
There is no provision providing that any citizen must give advanced notice other than signing the Citizens Appearance form. The code section provides that the forms may be obtained by the City Clerk, however, they are usually available outside of the front door of council chambers.
